Chairperson of the Verkhovna Rada Volodymyr Groysman has presented a new e-Parliament system to journalists.

Within the framework of the presentation, Groysman informed about new capacities of the system and showed principles of its operation.

"We aims to create a system able to turn our Parliament into a European Parliament — an open, public, reform-oriented, effective legislature," the Chairperson of the Verkhovna Rada said.

Groysman said that the e-Parliament system envisions a number of new opportunities: smart interfaces, online control of the Parliament and deputies' work, ability to present e-petitions, appeals and discussions. "Official websites of the Verkhovna Rada Committees already offer such opportunities," the Chairperson of the Verkhovna Rada said.

According to Groysman, introduction of the e-Parliament at the briefing is to be provided by three stages: technical re-equipment, teaching people's deputies and employees of the Secretariat of the Verkhovna Rada of Ukraine, and industrial operation.

According to the Chairperson of the Ukrainian Parliament, the Parliament has already installed 50 high-speed scanners to digitalize documentation — a total of 2,500 documents are scanned everyday. In his words, the Ukrainian legislature has already modernized 1,000 workplaces, laid 7.5 kilometers of fiber-optic cables. Besides, administrative buildings have been equipped with 314 Wi-Fi spots and expanded the data storage facility to 600 TB.

The Chairperson of the Verkhovna Rada noted that personal e-cabinet of a people's deputy will be introduced in the framework of the reform. In his words it will allow parliamentarians to remotely participate in the work of the Verkhovna Rada of Ukraine. Besides, the so-called e-cabinet will accumulate all analytical and information base required by a deputy to take decisions.

According to Groysman, in the future, all Verkhovna Rada Committees are to be equipped with unique brand new technology. New technologies will allow us to jointly work on draft laws and introduce e-voting at committees, he said.

Besides, websites of Verkhovna Rada Committees will be updated. The update will envision the electronic promulgation of stenographs, online discussion of draft laws with citizens, and online broadcasting of committee meetings.

He said that in the nearest future, the Verkhovna Rada of Ukraine will entirely switch to non-paper work and allow people's deputies to work via their personal mobile devices.

The Chairperson of the Verkhovna Rada assured the journalists of high level of protection of the e-system. "The whole system of work of the committees, work of the Conciliatory Council, final voting at the Verkhovna Rada will be integral, public and electronic," Groysman said. It will allow collective handling of documents, personal voting, receipt of all required information.
